
Housing Action Council is proud to honor the life and legacy of our longtime leader, Rose Noonan, through the establishment of the Rose Noonan Memorial Scholarship at the Elisabeth Haub School of Law at Pace University.
Rose’s connection to Pace Law School was deeply personal. While leading Housing Action Council, she earned her law degree from the institution, bringing that knowledge back to a career dedicated to expanding affordable housing, strengthening communities, and creating greater opportunities throughout Westchester and the Lower Hudson Valley.
The Rose Noonan Memorial Scholarship will support future law students, particularly those with an interest in affordable housing and public service, helping the next generation carry forward the values that defined Rose’s work.
We are grateful to Pace, Rose’s family and friends, and everyone who helped make this meaningful tribute possible. Rose’s leadership, compassion, and commitment to housing equity shaped Housing Action Council for decades, and we are proud to see her legacy continue through students who share her dedication to building stronger, more inclusive communities.
