The Housing Action Council offers Pre-Purchase Housing Counseling Services designed to help individuals and families successfully prepare for homeownership in Westchester County.
Our program combines HUD-approved homebuyer education with personalized one-on-one counseling to guide clients through every step of the homebuying process. We also host First-Time Homebuyer Orientations specifically for first-time buyers in Westchester County, providing a helpful introduction to what to expect and how to get started.

Wednesday, May 27, 2026 | 6:00 PM – 7:00 PM

Through our services, clients can:
- Understand budgeting, credit, and mortgage options
- Build savings and improve financial readiness
- Navigate the home search and purchase process
- Connect with down payment assistance programs, including those offering grants and forgivable loans
- Earn a Homebuyer Education Certificate, which can be used to qualify for grants and closing cost assistance
- Learn about fair housing rights and avoid predatory lending
Each client receives a customized action plan, financial review, and ongoing support tailored to their goals. Our counselors also provide guidance on home inspections and long-term homeownership responsibilities.
Services are offered free of charge, apart from receiving your Homebuyer Education Certificate, which requires a fee through our third-party provider. Counseling is available in-person, by phone, or virtually, with accommodations for accessibility and language needs.
