Robert Galvin, AICP
Chair
Bob has an AICP certification as a professional planner (AICP) and a Master’s degree in Urban Planning from Hunter College of CUNY. He was formerly the Village Consulting Planner for the Village of Mamaroneck and currently the Director of Planning for the Village of Nyack, the Consulting Planner for the Village of Tarrytown and parttime Planning Administrator for the City of Mount Vernon. He also serves as director for the Westchester Municipal Planning Federation for over ten years and was a former Director of the New York Planning Federation, the Chairman of the Housing Action Council, and a vice chairman of the Washingtonville Housing Alliance, a NYS neighborhood preservation company based in Mamaroneck.
Bob’s professional experience has included market feasibility studies for housing and retail developments, retail site selection and sales forecasting, affordable housing, zoning/land use studies and demographics. He has held senior level management positions with Fortune 500 companies such as Dun & Bradstreet, Donnelley Marketing Information Services, Claritas, Market Statistics, National Research Bureau and VNU/Nielsen.
Gregg DeAngelis
Vice Chair
Gregg is a founding partner of EnviroSpace Architecture, DPC, a mid-sized, full-service firm with expertise in multi-family, healthcare, and projects that repurpose and revitalize existing infrastructure. Gregg’s technical expertise and attention to detail combined with his skills in team management have earned him the responsibility to lead several complex and noteworthy projects throughout the NYC and Hudson Valley regions. His extensive and varied experience enables him to draw upon a broad range of knowledge to design creative and thoughtful solutions that address the particular needs of each project.
Gregg is a trusted community partner who is active in several civic, business and professional organizations, including the Housing Action Council, Westchester / Hudson Valley Chapter of The American Institute of Architects, Business Council of Westchester, and Village of Mamaroneck Industrial Area Task Force. He explores and encourages incorporation of environmentally appropriate building practices into the firm’s projects, and has long supported development of affordable housing and sustainable communities. Gregg obtained his degrees in Architecture and Building Sciences from Rensselaer Polytechnic Institute.
Richard Cherry
Vice Chair
After a couple of years practicing law for in a major NY City law firm, Rick left to work for a not-for-profit to do low income housing development and construction. Twenty years later, he started his own not-for-profit doing energy efficiency, material reuse, and environmental education work. He is currently retired, doing some teaching and volunteer work on several not-for-profit boards.
Ellen Levy
Treasurer
Ellen Levy was the founding director of the Washingtonville Housing Alliance, a not-for-profit organization to assist low-and-moderate income families with affordable housing in Mamaroneck, New York., from 1980 to 2003. She currently serves on the board of the Housing Action Council in Westchester County, New York, a non-profit organization that supports and develops affordable housing throughout the Hudson Valley.
Ellen also co-chairs the Hillsdale Housing Committee in the Town of Hillsdale, New York, where she and her husband Mark, spend weekends. She also serves on the Board of the New York chapter of the American Jewish Committee and is on the Board of the Tri-State Maxed Out Women, which is a political PAC which supports pro-choice female candidates for House and Senate.
Ellen received her Master’s degree in Urban Planning at Hunter College and her Bachelor’s degree in government at Connecticut College, New London, Conn. She currently lives in New York City with her husband Mark.
Rosemarie Noonan
Secretary
Ms. Noonan has advised numerous non-profit organizations, religious groups, community organizations and civic leaders on affordable housing needs, policies and strategies. She has led Housing Action Council’s Technical Assistance Program enabling non-profit housing organizations, human service agencies, and emerging developers to develop affordable housing resulting in thousands of housing units in New York’s Hudson Valley Region. She has guided municipalities and affordable housing committees through review and evaluation of land use policies and property disposition strategies related to affordable housing and property disposition strategies and drafted rules and regulations on local affordable housing programs. She has indepth experience in financial modeling of affordable housing development and in accessing public and private funding for development as well as integrating the housing development process with health and human service programs.
She manages Housing Action Council’s joint ventures with developers serving as the non-profit sponsor of thousands of affordable housing units. She directs HAC’s affirmative marketing initiatives assuring compliance with Federal, State and local fair housing laws. She managed the City of Yonkers Affordable Housing Office which was responsible for implementing a housing desegregation order and assisted the County of Westchester, NY comply with a housing settlement. She continues to assist Westchester County on its affordable housing initiatives. She administered several relocation programs which involved the re-development of properties owned by public housing authorities.
She began her housing career as Director of the National Leased Housing Association, a leading trade association for government assisted rental housing in Washington, DC. She has served on the Affordable Housing Board of the Federal Home Loan Bank of New York, Business Advisory Board of Orange Bank & Trust Company, and the board of Westchester Women’s Agenda. She attended Trinity College in Washington, DC, received an advanced degree in Government from Georgetown University, and is a graduate of Elisabeth Haub School of Law at Pace University.
Board Members
Eric Abraham
Eric S. Abraham grew up in Chappaqua and received a BS in Civil Engineering from Syracuse University in 1987. After several years working as a Civil Engineer designing residential subdivisions, Mr. Abraham joined Lehrer McGovern Bovis as a Project Manager and worked on several mid‐ and high‐rise buildings in New York City. In 1994 Mr. Abraham left Bovis and began to develop residential real estate for his portfolio. Mr. Abraham is very experienced in the SEQRA process and has received building permits, entitlements and development approvals in most municipalities throughout Westchester County.
Mr. Abraham is a past‐President of the Westchester County Building and Realty Institute (BRI) and has been an active Board Member of that organization for the past 10 years. He currently serves on the Board of Directors of the Housing Action Council, is a past‐President of the Builders Association of the Hudson Valley, served on the Board of Directors of the New York State Builders Association and was an Alternate Director of the National Association of Home Builders. Mr. Abraham is 56 years old and lives in Armonk, NY with his wife and three children.
Chuck Bell
Mr. Bell is the Programs Director for the advocacy division of Consumer Reports, where he represents CR’s positions on consumer protection issues in New York and other Northeastern states. He works on a wide range of financial services issues, including credit and lending, auto insurance, student debt, and digital finance. Chuck serves on the NY State Insurance Advisory Board and the Department of Financial Services Consumer Protection Task Force, and is Vice Chair of the New York State Energy Research and Development Authority (NYSERDA). He holds a B.A. from Antioch University-Seattle.
Doug Olcott
Doug Olcott is Senior Vice President and Director of Lending of CPC’s Hudson Valley Region office. In this capacity, he oversees the lending process from origination through underwriting, construction supervision, and conversion to permanent financing.
Mr. Olcott has been with CPC for nearly 20 years and previously served as Senior Vice President and Mortgage Officer. In that role, he focused on mid to large construction and permanent transactions. Specifically, he focused on neighborhood and community development initiatives, working with private developers, not-for-profits, and government agencies to develop financing packages for local projects in the Hudson Valley region.
Prior to joining CPC, Mr. Olcott was the Community Development Director for Orange County, one of CPC’s public partners in the region. Before that, he worked at the New York City Department of Housing Preservation and Development (HPD) in the agency’s Bronx office.
Mr. Olcott earned a Master’s degree in Urban Planning from Columbia University and his undergraduate degree from Colgate University.
Larissa Longchamp
Larissa Longchamp is a Market Manager with Citi Community Relations responsible for the Westchester County, Connecticut, Long Island and Manhattan markets with a focus on catalyzing Cit’s social impact through partnerships with local non-profit organizations. Prior to joining Citi’s Community Relations team, Larissa was a Business Development Officer advancing Citi’s affordable homeownership initiatives in low- and moderate- income communities with Citi’s Retail Mortgage team. Larissa has 18 years of experience in lending, homeownership, and community development. Larissa holds a Bachelor of Arts in Government and Politics from St. John’s University.
David Smith
David Smith is founder and Principal at Planning & Development Advisors (PDA) a sole proprietary land use planning and real estate development consulting firm. Mr. Smith’s career as a planning and development professional has spanned more than three decades, with extensive experience in providing land use planning, environmental and entitlement services to municipalities, public agencies, not-for-profits, and private developers. A trusted advisor with a proven track-record in successful public outreach, stakeholder negotiations, and owner representation often under time-sensitive constraints and involving complex challenges related to operational land use and local constituent issues. PDA’s diverse client list includes the Villages of Sleepy Hollow, Elmsford, Buchanan, Ardsley, the Towns of Somers and Newburgh and private clientele including the BDC Group, Rose Associates, Saber Real Estate Advisors and the Cappelli Organization. When not appearing before town boards, village board or planning boards, Mr. Smith can be found on the ice with the Fordham University men’s ice hockey program.
